Background

The Smallholder Horticulture Empowerment &Promotion (SHEP) approach is an innovative agricultural extension tool that realizes market-oriented agriculture. Based on psychological evidence, the SHEP approach transforms farmers’ mindset from "grow and sell" to "grow to sell," which leads them to achieve income improvements on their own when their technical and marketing competences are adequately supported. This approach was developed in Kenya in 2006 through cooperation with JICA and has been utilized by international organizations such as IFAD to support smallholder farmers. An impact evaluation study in Kenya shows that the SHEP approach increased horticultural income significantly, that is, by 70%, on average, over a two-year period. Since a joint declaration for achieving "better lives of one million smallholder farmers through the SHEP approach” was made at, the 7th Tokyo International Conference on African Development (TICAD VII) in 2019, collaboration with various organizations including governments, development partners, private companies, and NGOs has been promoted.
